The impact of welfare reform in the United States on the children’s cognitive development (송도논집 2권, 51-86) |
|
The impact of welfare reform in the United States on the children’s cognitive development - Based on the analysis of the Early Head Start data - Sun Young Jung* This study aimed to examine the short-term impact of welfare policy on children’s cognitive development through maternal employment, parenting, child care, and neighborhood. For this goal, it analyzed data from Early Head Start Research and Evaluation (EHSRE) using multiple regression models and logistic regression models. Based on the results, this study suggested 1) providing early intervention programs for children who already lag behind other children at the early stage of development, 2) improving a home environment and parenting practices, 3) considering their societal environment when we design intervention programs for poor children, 4) using different approaches other than increased mother’s work hours to improve European American children’s cognitive ability, and others. Key-words: Welfare reform, cognitive development, Early Head Start * Department of Social Welfare, University of Incheon (E-mail: sunyjung@gmail.com)
